Oh, that tone of voice is unmistakable: this is Ralph the Honeymouser making his usual ebullient assessment of his friend / sidekick / neighbor, Morton. These two are murine parody characters of Jackie Gleason's Ralph Kramden and Art Carney's Ed Norton.

Not quite, oneuglybunny--yes, Ralph generally said this to Morton-- but this is not him.

Yes. I never was a huge Spongebob fan--but this line always made me giggle. Mr. Krabs is trying to scare Spongebob into giving him back a hat that is supposedly valuable by drawing a ghost on a piece of paper and sending it into Spongebob's room by a fishing hook--but he accidentally shows the wrong side of the paper.
