Definitely, this is Daffy Duck, but I can't put my finger on which Termite Terrace cartoon the line occurs. I'm pretty sure Daffy is saying this to Bugs Bunny, in an effort to get the rabbit blasted instead of himself. It's a subtler version of "Shoot him now! Shoot him now!" Nice to know your bestie can fling you to your doom so eagerly.

It's from "The Abominable Snow Rabbit" as Daffy explains why he turned Bugs over to the Abominable Snowman, Hugo. Fortunately for Bugs, he's tunneling under Daffy as this is going on and bringing him back to Hugo.

The two vehicles come abreast, and Nasty Canasta lights a stick of dynamite, chortling wickedly as he does so. Kate, seeing this, wonders aloud who would keep explosives on hand.
