Okay, that narrows it down to Darkwing Duck or Batman. If it's Darkwing, then the quote would come from Launchpad McQuack, who would be surprised if his mentor showed sudden competence such as flight. If it's Batman, though, almost any adversary would be surprised and dismayed to discover this ninja vigilante could go airborne on a whim.

I think I narrowed it down. This must be the Homeless Man from Batman: The Animated Series.

I don't normally watch Batman The Animated Series, but was watching an episode with my boyfriend once on the Hub channel.
To fully explain this one, it's from the episode "See No Evil" in which Batman is tracking down an "invisible" man. (he becomes invisible through wearing a special material) At one point, Batman is on top of the car the villain is driving--however the car is also covered in the material so it is invisible. Basically, it looks like Batman is flying through the air. Hence, the homeless guy's remark.

I'm actually surprised myself. I haven't seen that movie since maybe eighth grade--somehow that quote stuck out. Had to look up the little guy's name though--it's definitely a mouthful.
