Trying to find 1930s(?) CIRCUS cartoon. Not "Circus Capers"

I came across this 1930 cartoon tonight on YouTube, as part of an hour-long compilation of full-length "creepy" cartoons from the 20th Century. I was both surprised and delighted when I heard the music around 5:30 to 6:00 into the cartoon (which includes the part with the disembodied shoes walking down the stairs), but why? Because...

It's at least the same TUNE - and, going by memory from so far back, it may even be the same TRACK - that was used in a cartoon that I've been trying to find pretty much my entire life. To pinpoint it a little better, it's the tune that runs from 12:55 to 13:25 on THIS YouTube video:

(Second cartoon. It's preceded by another cartoon about 7:30 long.)

The cartoon had a CIRCUS setting. During this music, people were chasing the circus animals, or the circus animals were chasing people, around the outside perimeter of the big top. Perhaps the chasing "switched" in the middle, but I'm trying to remember something I last saw on Detroit TV probably no later than 1954 or 1955.

That scene was immediately preceded by a woman singing a bouncy fast jazz tune. She may have been on a trapeze??

That's about all I remember, but I WOULD LOVE to find this cartoon again! Does anybody know this?

EDIT: The cartoon with the music is SING, YOU SINNERS. The music is approximately from 5:30 to 6:00 in that cartoon, but it's preceded by a cartoon about 7:25 long, so the music starts at 12:55 in this compilation.
